Big crowd at property expo

DESPITE the economic slowdown, many bargain hunters showed up yesterday at the annual property showcase, Penang International Property Expo 2009 (PIP09), held at the Penang International Sports Arena (PISA) in Relau, Penang.

Many were seen busy collecting brochures and enquiring about property projects and their attractive incentives, easy financing packages and free gifts.

The three-day PIP09 was launched by the state Housing and Town and Country Planning Committee chairman Wong Hon Wai. It is being held for the fourth consecutive year at PISA.

Also present was the event organising chairman Datuk Syed Mohd Aidid Syed Murtaza who said that the response on the first day was good, adding that he expected more people over the weekend.

“There are also opportunities in this crisis (economic slowdown), and if we put our minds together we can weather the storm,’’ he added.

There are 55 exhibitors showcasing their properties, products and services at the event.

Organised by PIP Creation Sdn Bhd, the event is supported by the state government with the cooperation of Penevents and Raine & Horne International.

Most of the booths are well decorated with extra space for customers to sit and have discussions.

The trophy for the best decorated booth went to SP Setia Bhd, which is decorated with plants such as fern, petunia, yucca and lavender to give their customers a feel of their project in Sungai Ara which is surrounded by greenery.

Its sales and marketing property division (north) customer relations manager Yeoh Chee Beng said the company wanted to show their customers the beautiful landscape of the eco-tourism project.

“We have our ‘5/95’ home loan package where buyers only need to pay 5% down payment, while 95% is bank loan. We are also providing free legal fees and stamp duty for the sale and purchase agreement, loan agreement and transfer,’’ he added.

As for Mah Sing Properties Sdn Bhd, which is participating for the second time, it hoped to attract purchasers to their three-storey terrace houses in Batu Maung.

Its marketing and sales manager Venus Ho said this was their first project in Penang.

PDC properties architect Fahimah Abu Bakar said many people had sought information on their high-end project in Batu Kawan and their low and low-medium cost projects in Sungai Nibong.

Visitor Joseph Dass, 32, said he expected great bargains because of the current economic situation.

“I am living with my parents at the moment and I really hope to get a good deal for a landed property,” he said.

Besides the property booths, there are also booths on security companies, household products and banks.

Mahmood Security (M) Sdn Bhd stands out with its display of a van and MPV at the exhibition corner.

Wong in his speech said the property sector was not drastically affected by the global economic slowdown like in Britain and United States.

“In fact, property transactions towards the second half of last year were encouraging, and hopefully the lag factor will be minimised with the various economic incentives pursued by the government.

“Developers will have to be more innovative to attract potential buyers and build more affordable housing,’’ he said.

黃漢偉：免供過於求
檳嚴密監督產業市場
（檳城28日訊）檳州行政議員黃漢偉指出，全球目前飽受金融海嘯沖擊，州政府已嚴密監督州內的產業市場，以避免90年代經濟蕭條時，面對的屋業供過于求及多項發展計劃紛紛被擱置的歷史重演。

這位掌管房屋委員會的州行政議員說，要重整這些擱置計劃往往需耗費大量資金，同時也承受社會異議。

“一如十多年前，在天德園一項被擱置的屋業發展計劃以及壟尾大華高原計劃，所幸，前者目前已露重振的曙光，而后者，州政府則仍在竭盡所能與清盤司協商尋求一個最佳解決方案。

黃漢偉是代表檳首長林冠英出席由PIP Creation有限公司主辦，並獲州政府聯合PenEvents有限公司與永利行贊助的“ 2009年檳州國際產業展”主持開幕致詞時，這么指出。

減少繁文縟節

第四屆產業展銷盛會吸引多達55個攤格參展，還呈獻一系列優惠配套及備有超過1萬令吉幸運獎待參觀者贏取。

他說，州政府也已指示檳島及威省市政局重新檢討及減少一切有關圖測及建築准申請的指南與繁文縟節，以便簡化及加速申請程序。

他說，州政府歡迎任何正面的意見與回饋，並希望在取得公眾的合作、犧牲之前，共赴時艱。

他透露，州政府房屋委員會最近曾赴新加坡取經，發現新加坡不但有能力為高達90%人口提供良好居住環境的住宅，更擁有非常好的基本設施，完善的保養與維修，也使一些經擁有31年歷史的建築物看起來有如才建竣3年。

“反觀檳城，一年只得一年的屋齡，其電梯卻已殘舊得有如已用上30年般。”

其實，他說，要達到所需的房屋目標非難事，要良好保養卻非易事，這是很值得我們學習的。

這項展銷會今年也首創地設有產業界網絡交流會，其他重點還有產業拍賣、及各項專題講座。

住戶破壞基設終止租約

黃漢偉強調，凡是被發現刻意破壞政府組屋基本設施的住戶先被警告，重犯則會即刻終止他們的租約，訓令他們搬遷。

他說，這是因為這些人民不適合住在群體生活的組屋，組屋公用的基本設施屬於大家的，一旦被破壞，大家都會受連累。

他說，尤其是組屋內的電梯，更應該好好照顧及別刻意破壞。

黃漢偉週五巡視重新被維修好的北海安邦惹惹3座人民組屋的5架電梯後，這麼說。

州政府撥3萬維修電梯

他說，這3座組屋內6架的電梯，其中5架在3月13日被人刻意破壞，州政府即刻撥出3萬令吉維修。

他說，這筆錢原本是不必花的，可是在沒有公德心者的破壞後，政府就必須浪費公款。

他也呼吁父母應該嚴加管教子女的行徑，否則居民都會受苦。

他表示居民協會將嚴厲的管制此事，提防電梯被人刻意破壞的事件。

（北海27日讯）黄汉伟率官员一窥麦曼珍青屋区居民的生活起居情况。

掌管房屋委员会的黄汉伟行政议员与各相关部门官员，在周五上午前往安邦惹惹人民组屋之后，一道同往距离不远的麦曼珍组屋，以诚意来了解麦曼珍青屋区的实况，以便拟出更佳及适合的解决方案，在下周一居民对话时向居民做出公布。

他说，麦曼珍青屋区的情况大约可分四类别，即青屋居民、居住在临时准证土地上的居民，未拥临时准证居住在土地上的居民，以及上述三类别当中扩建的家庭住户，每一个类别都会有不同的方案。

黄汉伟在陈楷宗以及官员及当地居民的带领下，花了约45分钟的时间，涉足麦曼珍青屋区。在居民的带领下，亦看了保留了40年的青屋原有房屋。

白蚁侵蚀严重

居民起居情况尽入眼帘，黄汉伟甚至也亲自体验老地板在脚间传来的震撼。

一些在家的居民，也趁着黄汉伟行政议员的到访，尽诉40年来的情况，尤其是房屋失修白蚁侵蚀的严重情况，地板、顶屋受破坏等问题。

居民西文也大略的向黄汉伟陈述70年代一场火患，他们被迫安排前来临时居住5年，但这一个5年却换来40年之久，青屋居民的问题始终无法解决。他们也表露了麦曼珍位处理想地带，邻近基本设施方便，居民们都要在麦曼珍居住的意愿。

当地的居民，也会在周日，召开居民本身的会议，收集居民们的意见，才在周一晚，与槟州政府展开对话。

大華高原也有好消息

天德園珍美園公寓計劃被擱置了十年，終有發展商接手發展。
（檳城24日訊）天德園珍美園公寓計劃被擱置了十年終有發展商接手。行政議員黃漢偉也透露，另家發展商對大華高原尚未完成的工程表示興趣。
今日，檳州城市、鄉村規劃房屋委員會主席黃漢偉與接手發展珍美園公寓計劃的發展商代表及檳島市政局官員，到位于天德園路的工地巡視。

黃漢偉說，這項計劃被擱置了十年，但終于有發展商接手，而檳島市政局已批准了相關的圖測。

“最近有一家發展公司對大華高原尚未完成的工程表示興趣，也與清盤師及有關的購屋者聯盟代表談了一次，這是一個開始。”

他說，州政府通常會豁免願意搶救被擱置發展計劃的發展商，讓他們不需付貢獻金，這些貢獻金可達百萬令吉。

商討賠償方式

針對珍美園公寓計劃a，發展商面對了遷移受影響居民的問題，發展商代表將自行與有關居民商討賠償的方式。

珍美園公寓計劃在一座斜坡下，雖然發展地段不包括斜坡，但在工程進行當中，發展商需開辟這片斜坡，目尚有4戶人家住在斜坡上，其中3家將直接受影響。

據居民曾朝明（65歲）指出，這片斜坡不屬于發展商，其實只是發展商向地主借用，但地主希望居民自己與發展商洽談。

“之前，發展商代表說要賠6萬5000令吉，目前降至4萬令吉，但是我認為用賠這個字眼不適合，他們應該向我們買才對。”

他說，如果這片地屬于發展商的，他可以理解，但是發展商只是借用。

他強調他沒說過不要搬，他也願意讓路發展，但他希望發展商向他買起他目前住的屋子，而不需“賠”他，售價是16萬令吉。


北海青屋居民搬遷問題
30日官民對話
州政府將在本30日，為北海青屋居民搬遷問題舉行對話會，屆時希望相關居民可踴躍出席。

檳州城市、鄉村規劃房屋委員會主席黃漢偉于宣布，州政府將于本月30日（週一）晚上8時30分，在斯里姆魯甘廟（北海青屋隔壁）的禮堂，針對青屋居民搬遷的賠償細節，與居民進行對話。

屆時，讓區州議員林峰成也會出席。

Drainage issue

I obtained a good rating in GuangMin Daily. The newspaper interviewed randomly picked voters in Air itam and the feedback towards me are positive.

To some elected reps and NGOs, drainage is minor issue and should leave it to the MPPP to resolve.

Bear it mind that outside the city limit (like Air Itam), it is been handled by JKR.
Thus, it is not the duty of MPPP to solve the drainage outside the city limit.

The following is an example one of the longkang I have helped to reconstruct last week. The hawkers in Happy Valley, Air Itam thank me for solving their problem.

給阿查哈上一課

最近，我摃上了阿查哈。

生平最痛恨滑頭的政治人物；阿查哈胡說八道，混淆視聽，我不客氣召開記者會抨擊他。

阿查哈上周說，全部檳州獲得聯邦工程的F級承包商，須獲得巫統區部主席的簽名支持，
才能獲得合約；這種不負責任的謬論，混帳之極。

與聲討峇東埔補選時發表種族論的阿末依斯邁一樣，反擊鬼話連篇的阿查哈，快意恩仇，
大快人心。

向來堅信「好人只是廣結善緣，真正的好人卻不怕廣結惡緣」。行政議員工作上軌後，
我已作好準備「廣結惡緣」對付政壇惡客，展現「慓悍」的另一面。

身高五尺十的阿查哈，是我第一個惡緣。

阿查哈是檳州巫統強人，也是巫統霸權文化下的產物；社交手腕圓滑，深懂選舉文化。

三零八大選檳州政權更換後，阿查哈從掌管土地的前行政議員，變成州議會反對黨領袖。
身份變換之迅速，他也措手不及。

無論如何，他仍是聯邦政府的檳州區域發展機構主席，獲分配官車，掌握許多政府資源。

身兼檳州巫統秘書的他，盤據威省最北端本南也州議席多年，老樹盤根，學足巫統骯髒政
治的生存之道；與許子根沒兩樣，兩人皆熟讀現代厚黑學權術的〈the power〉紅色小冊子
。

最顯著的例子是，最近首相阿都拉蒞臨檳州巫統大廈主持巫統內部會議，報章報導只有希
爾米在大門迎接首相，聰明的阿查哈及同僚躲在會議室內等候。此一時彼一時，這就是巫
統西瓜靠大邊的文化，當領袖將下台時，二三線領袖紛紛「跳舞」去擁護新上任的巨頭。

前首相馬哈迪揭露，最近巫統黨選金錢政治泛濫，許多急求上位的巫統領袖在黨選中花的
錢，或來自巧取豪奪，或來自同流合污，取之有盜，見不得人的，更難勝數。

阿查哈上述承包商須獲巫統區部主席簽名支持才獲合約的驚人宣佈，明目張膽計劃
收編其他區部主席，以求黨選中突破重圍再攀高峰。

他的言論，再次證實巫統頭頭須為爭取區區的巫統區會主席支持而斗得頭破血流；一些
巫統區會主席所掌握的權力甚至還可決定聯邦小型工程可分配予特定的承包商。已進化到

可笑的是，當民主的進度已進化到政府工程公開抽籤及公開招標，阿查哈的言論還停留在
恐龍時代。

英國歷史學家艾克頓察覺出來，「權力使人腐化，絕對的權力使人絕對腐化」。早期的國
陣，是權力腐化國陣，後期的國陣，是國陣腐化權力。

我言近旨遠的看法是，防止權力腐化最澈底的法子，就是把腐敗的政治惡客趕下台。

讓好人活下去，得先讓壞人活不下來。

SOME 500 poor and squatter families will benefit from a Public Housing Project (PPR) which will be implemented for the first time in Penang’s southwest district.

The RM35mil project will be undertaken on a 4.2ha land next to the Puspakom premises in Teluk Kumbar.

State Town and Country Planning and Housing Committee chairman Wong Hon Wai said the project was different from the previous six PPR projects which had been implemented in the state.

“For the Teluk Kumbar project, the state has allocated land worth some RM10mil and the project is financed by the Federal Govern-ment which will also appoint the contractor,” he said at a press conference in Komtar yesterday.

He said the six PPR projects were undertaken by the state government with collaboration from the private sector.

He said work on the Teluk Kumbar project was expected to start soon and finish in 2011.

“Priority will be given to poor and squatter families with a household income of less than RM700 per month and they will first have to attend an interview.

“The successful applicants can rent the units for three years and the tenure will be extended two more years if they want to rent for a longer duration,” he said.

He said the applicants must be registered with the Penang Housing Department.

Wong said the state would also submit its proposal to the Federal Government to build PPR projects under the additional RM200mil package announced by Deputy Prime Minister Datuk Seri Najib Tun Razak during the Mini Budget 2009 on Tuesday.

“We hope to use the PPR project at Teluk Kumbar as our model to spearhead similar projects by wor-king together with the Federal Go-vernment to benefit the people,” he said.

（檳城）檳州城市及鄉村規劃、房屋委員會主席黃漢偉宣佈，州政府在上週的行政議會通過與中央政府合作，在公巴推出人民組屋發展計劃，這計劃預料將在2年後竣工。

他說，公巴是西南區首個推出人民組屋發展計劃的地點，這也是州政府與中央政府的合作成果。

州政府撥地中央撥款

他說，在此發展計劃中，州政府撥出10.4依格的地段，作為建造500個每間700平方尺的組屋單位，而中央政府則將通過房地部的撥款、遴選承包商、興建組屋、提供組屋的基本設施及確保工程可以如期完工。

“州政府所撥出的土地位於公巴電腦驗車中心旁，根據檳州產業估價局作出的估價，有關土地的價格為1010萬令吉。”

他說，政府興建人民組屋的目的，是為了讓窮苦人民能夠有個棲身之處，同時也成為政府重新安頓非法木屋居民及受到政府發展計劃影響的居民的計劃。

檳州已有6人民組屋計劃

他說，檳州已有6個人民組屋計劃，包括再納阿比丁路Taman Manggis人民組屋、雙溪檳榔路人民組屋、安邦惹惹人民組屋、Taman Bagan Jaya人民組屋、威中Desa Wawasan人民組屋及威北Ampangan人民組屋。

他說，目前州政府並沒有需要申請人民組屋人數的確實數據，不過共有6000人正在廉價組屋及中低價組屋申請的等待名單內。

另外，針對副首相兼財政部長納吉在迷你財政預算案中，公佈將撥出2億令吉予全國興建人民組屋，黃漢偉認為，中央政府應該在此措施上採取公平的態度，將有關撥款平分予每個州屬。

THE Penang Government has allocated RM230,000 to repair the five lifts at the Ampang Jajar flats in Butterworth which have malfunctioned due to vandalism.

State Town, Country Planning and Housing Committee chairman Wong Hon Wai said work to repair the lifts will start immediately and take about two weeks to be completed.

“The components of the lifts have been ripped off by vandals and the company maintaining them need time to replace the parts, especially the main card panel,” he said after visiting the flats recently.

Wong also said the state Housing Department has spent RM200,000 to maintain the lifts since the flats were occupied last year.

The residents, fed up with the constant lift breakdowns, have threatened to hold daily demonstrations at the state secretariat building in Komtar if the problem is not addressed quickly.

Wong said he has requested the supervisors of the three blocks to submit weekly reports on the condition of the lifts, adding that he will also hold a dialogue with the residents to request them to upkeep the lifts and catch the vandals.

He said there are 760 units in the blocks with 1,300 occupants. Each block has two lifts with only one lift at Block C still functioning.

Wong said he will find a long-term solution to the vandalism.

1 of 2（檳城‧北海）北海安邦惹惹3座政府人民組屋雖然僅是啟用1年餘，不過內部的公共設施包括5架電梯、消防水管等皆遭人嚴重破壞，導致政府房屋部必須再承擔逾20萬令吉的維修費。

上述3座A、B及C組屋共有6架電梯，唯目前只有1架電梯能夠操作，其餘5架皆因電板被人撬開，並取走內部值錢零件，造成電梯皆無法操作。

檳州城市、鄉村規劃及房屋部委員會主席黃漢偉在接獲當地居民投訴後，特在週四（3月12日）中午前往有關座組實地瞭解詳情。

黃漢偉：居民每天被迫走樓梯

黃漢偉說，目前此組屋區共有760戶居民，A和B座為10層及C座為16層組屋。

他說，每座組屋共有2架電梯，但目前則只剩下1架能夠操作，造成居民每天都被迫走樓梯而苦不堪言。

他指出，基於電梯的按鈕、電板和零件，皆被無公德心者破壞，並盜走內部一些能變賣的零件，所以才造成人民的不便。

“也有一些缺德者，故意在電梯內大小便，並用腳猛踢電梯門，造成電梯門無法開關，導致最終不能操作。”

他也不滿組屋內所裝置的消防栓及水管也被破壞，因為這是基本的防火設備，萬一組屋發生火患，它將嚴重影響整個救火工作。

要求房屋部官員每週呈報告

他表示將會針對此問題尋找解決方案，其中包括要求管理層即房屋部官員，每週呈上相關報告，讓他瞭解各政府組屋目前的情況。以免等到發生悲劇後，人民埋怨州政府為何沒有關注上述事件。

他表示目前由州房屋部管理的組屋和排屋共有42座，所以他也會要求有關負責官員呈交全部的報告給他。
